
Thanks to a transparent process involving multiple bidders, the Industrial University of Santander (UIS) achieved savings of 30% ($785 million) in the acquisition of mechanical ventilation equipment for laboratories and service areas at the Scientific Complex for Health and Life Sciences Research.
“Three bidders participated in public tender #006 of 2025, which was conducted as an in-person reverse auction. The initial budget was $2.63 billion; however, the bid submitted by the E&D Consortium was accepted for $1.844 billion, resulting in this significant saving,” explained María Teresa Duarte Sierra, head of the UIS Contracting Division.
The supply includes high-capacity extraction units with advanced technical specifications, specialized coatings, reinforced protections, and control systems that guarantee optimal performance according to the needs of each space. In addition, mechanical ventilation systems are included for general service areas, such as bathrooms, in order to ensure a safe and functional environment throughout the infrastructure.

“The E&D Consortium, made up of E&P Ingeniería S.A.S. and Delta Ingeniería S.A.S., will have 30 calendar days from the signing of the contract to deliver the equipment, which will then be installed and put into operation,” added Duarte Sierra.
With this initiative, the UIS reaffirms its commitment to strengthening institutional infrastructure, ensuring efficient use of public resources and direct benefits for the university community.
