
With the aim of supporting the national government in planning and formulating policies related to the country’s mining and energy sectors, Rafael Enrique Fragozo, a graduate of the Industrial University of Santander (UIS), was appointed as the new director general of the Mining and Energy Planning Unit (UPME).
Fragoso holds a degree in electrical engineering from UIS, a specialization in finance from EAFIT University, and two master’s degrees: one in Energy Systems from the University of Antioquia and one in Financial Management from EAFIT.
For more than 15 years, he has built his professional career in the energy sector, gaining experience in strategic areas such as electric system operations, regulation, energy markets, corporate strategy, and business development.
His education and experience have enabled him to integrate technical, financial, and strategic knowledge to understand the challenges facing a sector that is fundamental to the country’s economic and social development.
Serving the country’s energy planning efforts
As head of the UPME, Fragoso’s responsibilities will include contributing to planning for the mining and energy sector and analyzing Colombia’s future needs in terms of energy and mineral resources.
His appointment as director general of this entity comes at a time marked by significant challenges for the sector, including the energy transition, the reliability of the electric grid, the diversification of the energy mix, and the planning of the country’s energy needs.
For the UIS, the appointment of Rafael Enrique Fragozo is a source of pride and reaffirms the contribution of its graduates to the development of strategic sectors for Colombia.
