In a key step toward strengthening the internationalization of higher education, the Universidad Industrial de Santander (UIS) and the University of Puerto Rico, through its Mayagüez Campus (UPRM), are advancing the consolidation of a strategic agreement that promises to transform academic training, applied research, and student mobility in both territories.
Between March 16 and 20, Professor Jorge Villamizar, UIS Territories Manager, led an institutional mission in Puerto Rico as part of an agenda that included high-level meetings with UPRM administrators and academics. This initiative is also supported by ICETEX, further strengthening its international projection.
During the meetings, strategic topics were addressed that outline the scope of the future framework agreement. These include:
- Bidirectional mobility of students and faculty
- Co-supervision of undergraduate and graduate theses
- Development of applied research
- Coordination of the UIS in Territories program
- Promotion of Mathematics Olympiads
These initiatives aim not only to strengthen academic quality but also to generate concrete solutions to regional challenges through shared knowledge.
Leadership Driving the Agreement
The agenda included the participation of key figures from the Puerto Rican academic community, such as the campus rector, Agustín Rullán Toro, and the dean of the College of Engineering, Cristina Pomales, who expressed their interest in consolidating this cooperation.

Likewise, professor and researcher Heidy Sierra Gil highlighted the potential of joint projects in engineering and computer science, while from the Graduate Studies Office, Professor Fernando Pérez and Associate Director Edly Santiago Andino emphasized the importance of opening new pathways for advanced education.

This initiative is not an isolated effort. It is part of a broader UIS strategy to bring education, science, and opportunities to different territories while strengthening its international presence.
The potential signing of this agreement would mark a milestone in academic cooperation between Colombia and Puerto Rico, laying the foundation for a knowledge network that transcends borders and promotes joint development.
In a global context where higher education demands collaboration and an international vision, this alliance stands out as a concrete opportunity to transform realities through academia.
