UIS strengthens its presence in the Orinoquía: handover act signed for the Renewable Energy Research Center in Vichada

In a key step toward strengthening higher education and research in the Colombian Orinoquía region, the Industrial University of Santander (UIS) and the Government of Vichada signed the official handover and receipt act for the property where the Renewable Energy Research Center (CINER) will operate in the municipality of Puerto Carreño.

The document was signed on April 8, 2026, in the capital of the Department of Vichada, within the framework of an inter-administrative agreement between the two entities. The agreement aims to expand UIS’s academic offerings in the region, as well as to develop research projects, innovation initiatives, and outreach programs with an emphasis on renewable energy.

The act was signed by the department’s governor, Fulberto Guevara, and by the university’s delegate, Jorge Villamizar Morales, a professional from the Rector’s Office and UIS territorial liaison, who attended the event representing the institution to formalize the handover of the property and the equipment intended for the operation of the center.

Infrastructure for science and education

As part of the agreement, the Department of Vichada granted UIS the use and enjoyment of a property identified with real estate registration No. 540-10320, located in Puerto Carreño, which will be used for the operation of the Renewable Energy Research Center – CINER.

Along with the infrastructure, the handover also included furniture, a specialized library, and technical equipment associated with the center, listed in the annexes corresponding to the CINER Library Inventory and the CINER Energy Equipment Inventory 20250904, which had been previously verified by both institutions.

According to the act, the property is in suitable condition for the development of academic, research, and outreach activities and complies with current regulations for its operation.

Boosting education and regional innovation

The launch of CINER will help consolidate a strategic space for the training of human talent and the development of applied knowledge in renewable energy, a key field for the sustainable development of the region.

In addition, the agreement ensures the continuity of academic activities currently carried out at the center, including those derived from partnerships with the National Learning Service (SENA) and the María Inmaculada Educational Institution, thus strengthening joint work among educational and institutional entities.

With the signing of the act, the material delivery of the property is formally completed and the execution period of the inter-administrative agreement begins, marking a new chapter in UIS’s presence in the territories and in its commitment to bringing higher education, research, and technological development to strategic regions of the country.
