The Industrial University of Santander (UIS), represented by its rector, Hernán Porras Díaz, participated in the launch of ‘Tu Talento Hace el Milagro’ 2027-1, an educational financing initiative led by the Colombian Institute of Educational Credit and Technical Studies Abroad (ICETEX). Through this initiative, ICETEX aims to expand financing opportunities for young Colombians seeking to access higher education and continue their academic journeys.
Held at the Technological Units of Santander (UTS), the launch brought together Colombia’s Vice President, José Manuel Restrepo Abondano, and ICETEX President Richard Caicedo. Additionally, departmental and municipal education secretaries, mayors from several municipalities across Santander, and students from schools in Bucaramanga attended the event.

Financing Opportunities for Diverse Educational Pathways
During the event, Vice President José Manuel Restrepo Abondano highlighted the importance of developing different financing alternatives that respond to young people’s needs and the changing demands of the education system.
“We must seek alternatives to secure funding sources for different types of education, and that is our commitment,” Restrepo stated, referring to the need to create opportunities for students pursuing undergraduate degrees, master’s and doctoral programs, as well as technical and technological education.
Furthermore, he emphasized that financing options must adapt to new educational and employment dynamics, particularly for those who study while working. In this regard, he underscored the importance of involving additional stakeholders in educational financing and promoting short-cycle training programs, especially in fields related to emerging technologies.
“I believe this requires a collective effort because the education system will need different training alternatives,” the Vice President said. He also highlighted the importance of strengthening resources for science, technology, and innovation.

Recognition for Colombia’s Vice President
As part of the event, José Manuel Restrepo Abondano received a distinction and was appointed ICETEX’s first ambassador, in recognition of his involvement in initiatives related to education and academic financing.
The UIS rector’s participation brought the university into a broader dialogue involving national government representatives, local authorities, and education sector stakeholders. The meeting focused on the challenges Colombia faces in expanding access to higher education and supporting students throughout their academic journeys.
Through the ‘Tu Talento Hace el Milagro’ 2027-1 initiative, ICETEX seeks to facilitate financing alternatives that enable more young Colombians to pursue their academic and professional goals. The initiative highlights the importance of diversifying educational pathways and developing financing mechanisms that respond to the aspirations and needs of new generations.
