
The Universidad Industrial de Santander, through its School of Law and Political Science, has made a significant new contribution to national public policy with the adoption by the Ministry of Justice and Law of the primer on Law 2292 of 2023—Public Utility Services—developed by the Human and Modern Criminal Law Research Group.
This academic initiative extends beyond the university setting by becoming an institutional resource for disseminating a key regulation in the field of criminal justice with a differential approach. Its purpose is clear: to facilitate understanding and effective access to the benefits provided by the law for women involved in the criminal justice system, many of whom are in situations of social and economic vulnerability.
A tool with a social and educational focus
The guide was developed in response to the need to bridge the gap between legal language and the realities of the target audience. Based on a rigorous analysis of the law, a review of guidelines from the Ministry of Justice and Law, and careful pedagogical adaptation, the document translates the content of Law 2292 of 2023 into clear, understandable, and actionable information.
The booklet explains essential aspects in an accessible manner, such as the requirements for accessing public utility services, the crimes covered, the application procedure, the required evidence, as well as the conditions for implementing the measure and the availability of spots.


Its implementation by the Ministry of Justice and Law represents a significant step toward the social appropriation of the law, while strengthening strategies aimed at humanizing the criminal justice system and promoting alternatives to incarceration.
With this achievement, the Center for Human and Modern Criminal Law reaffirms its commitment to a research approach that not only generates knowledge but also influences social reality. In this way, the Industrial University of Santander continues to establish itself as a key player in the development of legal solutions with public impact and a human-centered approach.
