
At a meeting in the Alternate Rectory Room, the University Professors Union Association (ASPU) and directors of the Universidad Industrial de Santander discussed the implementation of Decree 0391 of 2025, issued by the Ministry of National Education (MEN).
During the meeting, a joint review of the decree was carried out and a consultation table was established with the objective of formulating a formalization plan covering technical, financial, administrative and legal aspects. This plan is fundamental to guarantee an effective transition towards the implementation of the guidelines established by the decree.
For the administrative vice-rector, Gerardo Latorre Bayona, “the university must work with the union association to find a way to determine the needs for linking professors to career professors”. Similarly, he stressed that since the rector Hernán Porras Díaz assumed the rectorship, they have been having approaches with the teachers’ union association “looking for a way, as well as working on the dignification of the public, to also dignify the teaching work of those teachers who have long dedicated their efforts and knowledge to the training of students at the UIS”.
Decree 0391, which came into force on April 1, 2025, has as its primary objective to improve the working conditions of teachers in state higher education institutions. The norm seeks to facilitate

Eugenio Cueto Barragán, IPRED professor and president of ASPU-UIS, affirmed that “what we are looking for is to better develop the quality of education because there is more quality in education when the teacher has job security that allows him to provide his students with a full day’s work”. On the other hand, he pointed out that, “it is an exercise of democracy and justice so that there is equal recognition for both professors and temporary teachers”.
This joint effort reaffirms the commitment of the UIS with the welfare of teachers and the quality of higher education.
