With the trial advisor, UIS is one of the first universities to adopt this norm of the Inter-American Court of Human Rights.

The Universidad Industrial de Santander (UIS), taking as background the ruling of July 8, 2020 and the provisions of Ley 2094 de 2021 issued by the Congress of the Republic of Colombia, created the position of Judgment Advisor, attached to the Rector’s Office, in order to ensure the principles of autonomy, independence, and objective impartiality in disciplinary proceedings against public servants of the institution.

In this sense, the Internal Disciplinary Control Office will conduct the corresponding disciplinary proceedings from now on, up to the stage of the formulation of the statement of charges and thereafter, and until the issuance of the first instance decision (sanction or acquittal), the process will be heard by the Judgment Advisor, leaving the second instance in the charge of the Rector.

To exercise these functions, the lawyer Carlos Alberto Villareal Angulo was sworn in as UIS Trial Advisor, according to resolución N° 096 de enero de 2022, with the oath that was in charge of the rector, Hernán Porras Díaz, and in the company of directors.

Carlos Alberto Villareal graduated as a lawyer from the Universidad Industrial de Santander (UIS) in 2016, is a specialist in disciplinary law from the Universidad Externado de Colombia (2018) and for two years has been linked to the Institute of Regional Projection and Distance Education (IPRED) as coordinator of the Judicial and Criminal Management Technology.

His function within the institution will be to advance the judging stage in the disciplinary processes followed by the UIS Internal Control Office; on the other hand, he will advise the judging commissions in the processes brought against the students of the different faculties. “Expectations are very high because this is something new, now I will continue to serve the institution from another perspective. I am very happy that they have placed this trust in me and I will fully comply with the tasks outlined from today onwards. The University complied with the inclusion of the position through the relevant studies, being ordered by the same Inter-American Court of Human Rights in 2020; now we must comply”, commented the new UIS Trial Advisor.
